Passing of Richard Barrows

Richard “Dick” Barrows, 85, of Folsom, California, passed away in his sleep on May 25, 2016, from cancer. A memorial service will be held in his honor on Saturday, June 25 at 2:00 pm at the Office of Emergency Services at 3650 Schriever, Ave. Mather, CA. In lieu of flowers, a memorial contribution can be made to the Northern CA Shriners Hospital, Children’s Burn Unit, 2425 Stockton Blvd, Sacramento, CA, in Richard’s name – one of his favorite charities. Richard was the Chief of the California Office of Emergency Services in Sacramento until his retirement in 1989. Richard also served in the US Army in Germ-any from 1953 to 1955 as a Chief Infantry Operations and Intelligence Specialist. Richard was a member of the Highland Masonic Lodge, #748, a member of the International Fire Chiefs’ Association, the California State Board of Fire Services, the California State Fire Service Coordination Council, the Governor’s Emergency Council, the California State Legislature’s Joint Committee on Fire, Police, Emergency and Disaster Service, and many other affiliations. His hobbies included fine woodworking, golf and fishing, and he especially enjoyed using his knowledge and his numerous skills to help friends and neighbors with projects. Dick is survived by his sister, Jackie Walton, her sons, Jerry Wilkey of Sacramento, CA, and Richard (Norma) Wilkey of Rocklin, CA, and her daughter Patte (George) Cunningham of Reno, NV, plus several great-nieces and nephews. He is also survived by his nephews Steve (Diane) Harding of Sedona, AZ, and Mike (Sarah) Harding of Burnt Ranch, CA, and their brother Rick Harding (deceased) who he raised along with their aunt.
